拜登提升難民人數上限至400% 稱美仍是世界“避難所”

美國總統喬·拜登(Joe
Biden)改變了最初的決定，於星期一(5月3日)宣布把美國今年接納難民的總人數翻兩番。拜登最初曾決定維持前任做出的把美國每年收容難民人數上限降至曆史低點的政策。

“我把本財年美國年度接受難民人數上限修改至62500人，”
拜登星期一下午在一項聲明中說。“這取消了前屆行政當局製定的15000人的曆史低數字，那一數字並不反映美國作為一個國家歡迎並扶持難民的價值觀。新的接受人數上限還將加強已在進行之中的擴展美國接受難民能力的努力，好讓我們達到我打算為下一財年製定的接受125000名難民的目標。”

兩個星期前，白宮曾宣布本財年的接受難民人數上限將維持在15000人，這是前總統唐納德·特朗普(Donald
Trump)製定的標準。拜登曾允諾，在他1月就任後將重大擴展難民收容項目，但是白宮卻宣布了維持前任設置的上限的決定，這一舉動引起了拜登在國會的一些民主黨同仁以及難民權益倡導者的反彈。

白宮最初宣布那項決定時，在野的共和黨人正抨擊拜登未能妥善應對南部邊境的移民潮。白宮官員已經承認，那項宣布是發出了錯誤的訊息。他們說，星期一宣布的決定重新強調接收難民事關美國國際地位的關鍵。

難民國際(Refugees International)主席埃裏克·P·施瓦茨(Eric P.
Schwartz)說：“這是一個自豪和曆史性的時刻。在人道需求巨大之際，歡迎難民不僅是道義上的必須，而且還推進美國國家安全，促進我國經濟，豐富我們的社區，並顯示我們願意與其他政府共同努力來處理一些世界上最為複雜的問題。”

卡托研究所(Cato Institute)移民研究主任阿列克謝·諾拉斯克(Alex
Nowrasteh)認為，雖然提高接納難民上限值得歡迎，但“現實是，今年這個決定來得太遲，不會帶來真正的影響”。他說：“難民機構已經不堪重負了，如果今年62500的人數上限有四分之一能夠填滿，我們就算幸運了。”

諾拉斯克對美國之音說：“有必要對難民係統進行係統性的改革、擴展和私有化，這樣一來，未來像特朗普這樣的行政當局就無法大筆一揮便斬掉一個這麽重要的項目了。”

來自田納西州的共和黨眾議員、眾議院軍事委員會成員斯科特·德加雷斯(Scott
DesJarlais)提到，拜登上個月曾經承諾維持特朗普設置的人數上限。他說，拜登總統增加接受難民人數的決定，“直接威脅我們的國家安全和公共衛生安全”。

眾議院最大的保守派黨團共和黨研究委員會(Republican Study Committee)反對拜登的這項舉措。

共和黨研究委員會在推特上說：“在我國出現20年所未見的非法移民潮之際，喬·拜登把難民上限提高了400%。讓我們把話挑明：這種自我施加的危機絕對是故意的。”

特朗普在四年總統任期內削減了難民項目規模。難民項目與移民申請庇護係統是不同的。

“我們作為一個國家所能作的最強有力的事情就是以身作則發揮領導力，”外交政策為美國(Foreign Policy for
America)執行主任安德魯·艾伯森(Andrew
Albertson)說。“今天拜登總統做出的宣布清楚地表明，美國已準備好再次發揮領導力。”

來自新澤西州的民主黨參議員、參議院外交關係委員會主席鮑勃·梅嫩德斯(Bob
Menendez)說，拜登宣布的決定“是延續我們通過重新安置而為難民提供保護的兩黨自豪傳統的一項重要步驟”。

Admissions

Today, I am revising the United States’ annual refugee admissions
cap to 62,500 for this fiscal year. This erases the historically
low number set by the previous administration of 15,000, which did
not reflect America’s values as a nation that welcomes and supports
refugees. The new admissions cap will also reinforce efforts that
are already underway to expand the United States’ capacity to admit
refugees, so that we can reach the goal of 125,000 refugee
admissions that I intend to set for the coming fiscal year.

It is important to take this action today to remove any lingering
doubt in the minds of refugees around the world who have suffered
so much, and who are anxiously waiting for their new lives to
begin.

The United States Refugee Admissions Program embodies America’s
commitment to protect the most vulnerable, and to stand as
a beacon of liberty and refuge to the world. It’s a
statement about who we are, and who we want to be. So we are going
to rebuild what has been broken and push hard to complete the
rigorous screening process for those refugees already in the
pipeline for admission.

The sad truth is that we will not achieve 62,500 admissions this
year. We are working quickly to undo the damage of the last four
years. It will take some time, but that work is already underway.
We have reopened the program to new refugees. And by changing the
regional allocations last month, we have already increased the
number of refugees ready for departure to the United States.

The budget that I have submitted to Congress also reflects my
commitment to the goal of 125,000 refugee admissions in the first
fiscal year of my presidency. That goal will still be hard to hit.
We might not make it the first year. But we are going to use every
tool available to help these fully-vetted refugees fleeing horrific
conditions in their home countries. This will reassert American
leadership and American values when it comes to refugee
admissions.
