俄羅斯總統普丁動員部分民眾前往烏克蘭作戰，除了引發示威抗議外，當地更出現極端行為，一名男子因為沒有軍事經驗的友人接到入伍令，讓他氣得直衝入伍辦公室開槍，把指揮官轟成重傷、性命垂危，畫面顯示男子開槍后，辦公室人員嚇到尖叫逃竄，據信男子開槍前大喊：「沒人要去那裡。」

綜合路透社、「莫斯科時報」（The Moscow
Times）報導，俄羅斯一名男子今（26）日前往西伯利亞伊爾庫次克（Irkutsk）地區的入伍辦公室開槍，畫面顯示一名穿著迷彩服的男子在辦公室內近距離對指揮官開槍，影片中可聽見1聲槍響，辦公室其餘人員一邊尖叫、一邊逃竄。
伊爾庫次克州（Irkutsk Oblast）州長科布澤夫（Igor
Kobzev）後續在Telegram發文證實，一名年輕男子在入伍辦公室開槍，導致辦公室指揮官葉利謝耶夫（Alexander
Yeliseyev）重傷，送醫急救后目前仍在與死神搏鬥。
科布澤夫並未透露槍手姓名，僅表示槍手已立即被逮捕，而且一定會受到懲處，不過當地媒體報導，槍手為25歲的當地人齊寧（Ruslan
Zinin）。

齊寧的母親透露，雖然官方稱只會徵招有軍事經驗的預備役人員，但是齊寧一名沒有軍事經驗的朋友仍收到入伍令，這讓他「非常憤怒」。
他的母親說：「齊寧本身沒有收到徵招，但是他最好的朋友昨天收到了。」
目擊者描述，帶著一把削短型步槍的齊寧衝進入伍辦公室大廳后大喊「沒有人要去哪裡」，接著就開始開槍。

英國《衛報》（The Guardian）駐莫斯科記者羅斯（Andrew Roth）發布推文指出，有目擊者說聽到3聲槍響。
「莫斯科時報」指出，普丁宣布部分動員令后，全俄羅斯至少有17個入伍辦公室遭到縱火，俄羅斯北高加索地區的達吉斯坦（Dagestan）示威行動最為激烈，周末有超過100人被捕。在與烏克蘭的戰爭中，達吉斯坦士兵的陣亡人數最高。
