俄羅斯總統普京（Vladimir
Putin）21日宣布啟動「局部動員令」，徵召30萬人投入烏克蘭戰場，消息一出。嚇得大量俄羅斯民眾開始出逃。歐盟國家唯一仍對俄羅斯開放的芬蘭邊境，當天晚上湧入大量車潮，而芬蘭當局也正研議要關上這個俄羅斯前往歐盟國家僅剩的出路。
普京「局部動員令」一出，社群媒體上流傳芬蘭與俄羅斯邊境屈米河谷區（Kymenlaakso）馬上湧入大量車潮。根據路透社報導，芬蘭邊防警衛隊22日證實，自21日晚間起，芬蘭東部與俄羅斯交界的地區車流量就有加劇趨勢，21日當天共有4824名俄羅斯人從東部邊境進入芬蘭，比前一週的3133人高出了50%以上。

芬蘭邊境「大逃亡」畫面在推特等社群媒體上引發討論，還有人聲稱現場的車龍已排至30公里長。從邊境檢查站的監視器畫面可見，從當地時間早上9點至下午5點車流都沒有減少。邊防警衛隊負責人皮特卡尼蒂（Matti
Pitkaniitty）說明，「入境人數明顯出現了不尋常的上升趨勢，但相關情況現已得到控制，而且21日進入芬蘭的人數其實不比週末多。」

芬蘭國防部長凱科寧（Antti
Kaikkonen）21日也在普京發出「局部動員令」后強調，芬蘭正密切關注鄰國的局勢，同時也充分準備好了國內的防衛力量。芬蘭政府當天表示，該國準備通過限制或阻止俄羅斯遊客入境的新法，以免成為其他國家簽發申根簽證的過境國。至於同樣與俄國相鄰的挪威，北部邊境一名警察指出，進入挪威的人數沒有變化。
